Α.        Σύμφωνα με ενημέρωση της εδώ Αντιπροσωπείας της Ευρωπαϊκής Ένωσης, η Γενική Διοίκηση Τελωνείων της Λαϊκής Δημοκρατίας της Κίνας εξέδωσε, στις 8.7.2022, την Ανακοίνωση υπ’ αριθμ. 58/2022, διά της οποίας ανακαλείται η «περιβόητη» Ανακοίνωση υπ’ αριθμ. 103/2020, η οποία προέβλεπε μια σειρά εργαστηριακών ελέγχων για τον εντοπισμό του ιού SARS-CoV-2 σε εισαγόμενα τρόφιμα, και καθορίζεται μια νέα και, ενδεχομένως, πιο χαλαρή πολιτική περί των ως άνω ελέγχων.

Προς πληρέστερη ενημέρωσή σας, παρατίθεται ανεπίσημη μετάφραση της Ανακοίνωσης υπ’ αριθμ. 58/2022, στην αγγλική, ως μας περιήλθε από την Αντιπροσωπεία:

«Announcement No. 58 [2022] of the General Administration of Customs (Announcement on Further Optimizing and Improving the Epidemic Prevention and Control Measures of Imported Cold Chain Food) (http://www.customs.gov.cn/customs/302249/2480148/4460445/index.html).

In order to scientifically and accurately do a good job in the prevention and control of the COVID at ports of imported cold chain food (including edible agricultural products, the same below), consolidate the results of epidemic prevention and control, and ensure the safety of the industrial chain and supply chain, the General Administration of Customs has decided to further optimize and improve imported cold chain food control measures. The relevant matters are hereby announced as follows:

1. The customs conducts COVID nucleic acid monitoring and testing on imported cold chain food, and according to the test results, inspects and investigates the  prevention measures of the exporting country (region) according to law, and confirms whether the safety management system and safety status of the exporting country (region) continue to comply with China's Import requirements, for overseas food production enterprises with problems, take measures such as rectification within a time limit, suspension of imports, and revocation of registration in accordance with relevant laws and regulations.
2. Imported cold-chain foods that are positive for the nucleic acid shall be classified and disposed in accordance with the relevant provisions of the guidelines issued by the Joint Prevention and Control Mechanism of the State Council.

This announcement will be implemented from the date of issuance, and the General Administration of Customs Announcement No. 103 [2020] will be repealed at the same time.

«For overseas food production enterprises that test positive for cold chain food exported to China, emergency preventive measures to suspend import declarations will no longer be implemented.

According to the latest requirements of the Joint Prevention and Control Mechanism of the State Council, the Customs will continue to use sampling testing as an important means to monitor at the source, taking into account the implementation and effect of source control in exporting countries or regions, and appropriately adjusting the proportion and quantity of sampling inspections. The customs inspects and investigates the prevention measures of the importing country or region based on the test results, and takes measures such as rectification within a time limit, suspension of imports, and revocation of registration for overseas food production enterprises with problems in accordance with relevant laws and regulations; Overseas food production enterprises with positive results will no longer implement emergency preventive measures to suspend import declarations, and further improve the efficiency of port customs clearance while ensuring the effectiveness of monitoring and testing.

Supervise the preventive disinfection work at ports. In the first half of this year, the customs supervised the preventive disinfection of 45.85 million imported cold chain food packaging at ports across the country. Relevant departments in all regions strictly followed the regulations and carried out preventive and comprehensive disinfection.».
